Governments should place few if any, restrictions on scientific research and development.

In recent years, with the increasing prosperity and development of society, the government has gradually paid attention to scientific research, so whether the government should intervene in scientific research has become a social issue worth discussing. While I agree with the theory of scientific free development, I also believe that the government should restrict some specific research.

Based on the characteristics of scientific research, the government should give R&D projects full freedom. Because many R&D projects are difficult to achieve results in a short period of time, if they are suppressed, people’s motivation for scientific research will be dissipated, which is not conducive to development. But once there are results, it will create revolutionary changes. For example, in the biological field, every cell culture experiment requires a lot of time and money, but once a new law is discovered from it, it will be possible to save countless patients suffering from illness. It is difficult to estimate the potential significance of such a project. If the government intervenes frequently, it is difficult to conduct in-depth research.

However, the government must impose appropriate restrictions to ensure the healthy development of scientific research. The development of science is inseparable from government financial support or large-scale investigations that only the government can organize. Sometimes, the government can even match-up bridges between researchers in different disciplines and countries to promote cooperation and promote scientific progress. For some controversial disciplines, if the government does not restrict it, it will bring potential dangers to society, such as clones, nuclear weapons, and bacterial weapons. Because these technologies have never appeared before, if they are allowed to develop freely, they may gradually threaten the moral bottom line of human society and even the safety of life.

The government must grasp the boundaries of power and be a server of scientific research, not a ruler. First of all, the government should promote international cooperation in scientific research projects, and eliminate scientific research barriers caused by national boundaries as much as possible. Second, the government has the responsibility to establish a nationwide information system infrastructure to ensure smooth and efficient communication among the domestic scientific research community. Finally, the government should improve laws and regulations and formulate relevant policies to guide the direction of scientific research

In my opinion, although whether or how restrictions remain further discussion, the pros and cons of restrictions have been partially understood. As long as appropriate means are adopted, gains would outweigh costs
