    On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island’s moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville’s town council enforced similar limits on moped rentals.

    Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

    The author of this letter intend to provide a recommendation on reducing the number of accidents involving mopeds and pedestrians on Balmer Island. I found this recommendation are lacking logical thinking process to convincing other people. Thus it is essential to ask more questions to decide whether the recommendation can meet its predicted result.

    Firstly, to find out the main cause that lead to an increase of accidents, we must ask for more further informations about the causes of these accidents. Perhaps the main cause happens on pedestrians that the adjustable of the number of mopeds do little to reduce the number of accidents.Even if mopeds are the main cause of these accidents, we still have to make sure it is internal or external reason that increases the accidents.Besides the external reason—population stressure, do there exists any other internal causes such as the quality of mopeds or the unproperly manage of traffic?Only if ruling of other reasons we can continue to concentrate on the limination of the number of mopeds rented.

    Secondly, we have to make sure if we can tantamount the occasion occurred on Balmer Island to Seaville Island. It is obviously that the author equals the accidents happened on Balmer Island to that on Seaville Island.In fact we do not know about the population, the transport status, and the number of accidents that Seaville reduced. It is entirely possible that the previous number of accidents happened on Seaville is far more little than Balmer, or Seaville do not have any population stressure.The author must provide more supporting facts to bolster the recommendation while it is now rests on a series of assumptions.

    And the third question that is necessarily to ask is that the process how Seaville Island reduced its accidents number.Even if the fundamental status is total similar to Balmer Island.The same strategy may not lead to the same effect.Perhaps Seaville put up with many other strategies, and the limitation of rending mopeds play a little role on develop the traffic.We have to find out any alternative expalnations in order to decide whether we must focus on the moped rentals.</span>

    In summarize, the author have to provide enough informations about the cause of Balmer’s increasing traffic accidents. Moreover, the convincing evidence that explain an enough similary between Seaville and Balmer is needed. And the real process of Seaville’s reduction on mopeds accidents are essential too.Perhaps local survey or government documents can help answer these question and help filling the assumption to establish a convincing conclusion.
