    In this augment, the author suggests that to reduce the accidents involving mopeds, the number of mopeds rented by rental companies must be limited. Although the neighboring island can be a good example, considering the different situations, to evaluate whether the predicted result can be achieved or not by implementing this recommendation, some questions need to be answered first.

    The limitation on rental mopeds in the summer season might help reduce the number of mopeds driving on the road and thus control the accident rate during this period. However, the council still needs to know whether most of the accidents in a year occur in the summer season or not. If on the other seasons there are very fewer accidents happen, then limiting the number of rental mopeds could be helpful on attaining the predicted annual reduction, otherwise, the number of accidents in the whole year may only change a little.

    Besides, the council also needs to know how many percentages of the rental mopeds are rented by the rental companies. Although the limitation can efficiently decrease the number of mopeds rented by companies, if there are only a small percentage of mopeds are given by the companies, the number of mopeds on a summer season will retain to a high level and the number of accidents thus can not be controlled. On the contrary, if only some companies can offer rental mopeds on Balmer Island, limits the number of mopeds rented by them can be useful for reducing the number of accidents, and thus the goal can be achieved.

    Moreover, it is also questionable if the crowd caused by the huge number of mopeds is one of the main reasons for accidents. There might be some other reasons, such as incomplete transport facilities. Lack of transportation signal on the crossroad or the too many narrow roads can both increase the possibility of accidents. If the main reason for a high incidence of accidents is the lack of transport facilities, only limiting the number of rental mopeds will help a little in controlling the accident rate and thus the predicted 50 percent reduction is just an unreachable goal.

    In conclusion, the limitation might be helpful in reduction in moped accidents. However, it is still unclear if the predicted result can be reached without answering the questions above.
