    To be an effective leader, a public official must maintain the highest ethical and moral standards.

    Should a governor act according to the highest ethical and moral norms all the time? In my point of view, we should not strictly require officials to do so, since minor moral abnormalities can be tolerated. It is also worthy to point out that in some circumstances, maintaining the highest standards will conflict with people’s interests, thus doing so is harmful.

    Admittedly, some people may agree with this issue. Since public figures can function as examples for citizens, it is beneficial to keep the highest standards. By governors maintaining the standard norms in their behavior, such as not talking dirty or smoking in the public, citizens are expected to behave similarly in the manner, due to the authority of leaders. This will no doubt benefit the whole society, for the reason that people will regulate their behaviors and reach a higher moral level.

    However, we cannot require officials to act perfectly, because nobody is perfect, and everyone has his or her weaknesses. Small ethical or moral mistakes will not turn a great leader into a notorious one. Consider Napoleon, the celebrated revolutionist in France. Even he was greedy for pursuing power, this imperfection in moral did not limit him to become an effective leader. It was his brevity and his great contribution to France that impressed people, not his voracity. Consequently, it is reasonable not to expect governors to behave strictly to the highest norms.

    Moreover, in some situations, the highest standards the governors supposed to obey contradicts with most people’s interests. For example, in the highest ethical level, governors should forbid killing any animal, since animals are our friends. But it is ridiculous if we human beings are not permitted to eat meat. Similarly, if a leader holds that terrorists should not be killed since everyone was born equal, surely this “virtuous” order will cause great disasters to society. In these circumstances, keeping the highest moral standards are detrimental to citizens, hence governors should not be expected to do so.

    To sum up, though setting the best ethical and moral standards helps set models to people and regulate their behaviors, these norms should not always be maintained. We can tolerate a great governor to have small moral abnormalities; whether keeping the highest standards or not also depends on their parallelism with citizens’ interests.
