    The reading passage listed three arguments of companies’ to refuse the new regulations. However, the listening passage raises serious counterarguments against the reading passage by claiming that the current regulations are not sufficient so it is necessary for the government to amend a new one.

    Firstly, the reading passage puts forward that valid environment laws already exist like requiring companies to use liner when disposing coal ash. The speaker, on the contrary, reasons that the liner is only used when companies are constructing new landfills but not the old ones. Thus still the harmful chemical component would leak into the groundwater and contaminate the drinking water which will cause the health problems and environment damages.

    What’s more, unlike described in the reading passage that consumers may become concerned about the recycled coal ash products, the listening passage demonstrates that other replaced materials like mercury which has been subjected to storage rules for a very long time is safely recycled for fifty years. The good respond of consumers shows that they are not afraid of this.

    In the end, though the author advocates that the new regulation will increase the price of electricity, the speaker fights against that. The speaker indicates that the extra cost is worthwhile. Though the 15 billion dollars seems to be too much, there’s only 1 percent increased per person. Thus it actually doesn’t cost too much for each person and it’s not a big price to pay for having a cleaner environment.

    The reading passage listed three arguments of companies to oppose new regulations. But the lecture fights against that by claiming the insufficiency existing in the current stipulate.

    Firs, those representatives claim that valid laws already exist because they are required to use liner when disposing coal ash. The speaker, on the contrary, reasons that the liner is used only when companies are constructing new landfills. So the old ponds could still cause damages. Because the harmful chemical component would leak into the groundwater and contaminate the drinking water and thus lead to healthy problems and environmental damages.

    What’s more, unlike described in the reading passage, the listening passage demonstrates that strict regulations won’t discourage consumers to buy recycling of coal ash. Take mercury as an example, it has been subjected to the storage rules for a long time because of its toxicity. Yet people have used the recycling of mercury for 50 years without harm and concerns. Thus there is no need to worry that consumers will reject buying recycled coal ash products.

    In the end, the speaker in the listening passage does admit the increase in the cost of electricity. But she indicates that the extra cost is worthwhile. Though the 15 billion dollars seems to be too much, there’s only 1% increasing per person. Thus it is not a big price to pay for having a cleaner environment.
