    The lecturer stated that there are many benefits of issuing a new coal ash handling regulation.

    Firstly, the lecturer pointed out the insufficiency of the present regulation. The current regulation gave to restrictions to only power sites built after the regulation is issued. Therefore, a further extension of the current regulation will be a need. Without restriction from the current regulation, the old power sites have a high possibility of contaminating the environment.

    Secondly, the lecturer challenged the statement of power company representatives. The lecturer argued that the new regulation will not reduce the usage of recycled-coal ash. From the example of mercury-made products, we can see that people are willing to use products made from toxic materials just if it satisfies the safety standard.

    Thirdly, the lecturer demonstrated the benefit brought by the new regulation while comparing the cost it incurred. The cost of the new regulation will be approximately $15,000,000, which will lead the power companies to increase the electricity price by 1%. One percent will be a considerable amount for the users. Governments and environmentalists should publicize the benefits of the increasing cost of the public and get people’s understanding.

    To summarize, I consider this regulation as an environmental-friendly measure and we will be the beneficiaries of a better environment. I will be most grateful if the government could issue this new regulation.
