Artists are usually more creative, and they are not used to being restricted and are always eager to express in whichever way they want. But basic restrictions are quite necessary for everyone, including those artists.

Only if there are social principles equal to every citizen can our society be orderly and harmonious. As the saying goes, nothing can achieve without standards. Every organization has its rules. For example, a class requires its regulations, and every classmate need to obey the rules. Regulations seem more essential to a company because with large scale comes stricter restrictions. Things apply to a government too. As a citizen, regardless of the status or identity, it’s part of our obligation to observe the government restrictions which has no exception to artists.

In terms of cognitive ability and understanding of different people, inappropriate and irregular expressions could mislead people. A thousand people have a thousand Hamlet. If there is no restriction to enforce their ways of communicating, some ideas may get misunderstood by their audience. Perhaps, the artists create a theme of school bullying intending to prevent this behavior, but without rules to limit its format, some terrible plots may be simulated by immature children in the wrong way which is totally opposite to original intentions. Proper restrictions are indispensable thinking of both artists and readers.

Artists depending on their creation and imagination to build a magical world need freedom to protect their continuous inspiration. However, government restrictions are something they are always supposed to keep in mind.
