    We produce tons of wastes from home every day. If we want a more effective way to use resources, it is necessary for us to recycle the wastes. This essay will discuss whether we should make legislations to require people reuse more of their waste.

    To begin with, the reclamation rate of wastes was not optimistic before, without any rules or regulation. People had no awareness of recycling. So, they just put all kinds of their trash into the garbage can together rather than dividing them into different categories. And most of the wastes were taken to the landfill or cremated because there were few cities in China can afford to the high expenses of recycling the garbage. And in this way, many available things in the wastes are entirely wasted.

    To some extent, laws may be effective to increase the reclamation rate. For example, there is a city in China instituted a policy about garbage collection. It asked people to distinguish the garbage or pay a fine. This policy indeed worked. More and more people chose to reuse their reusable things before putting them into the garbage can. And at the same time, there was less waste cremated. It was beneficial to our air quality.

    Nevertheless, it is also significant to provide guarantees to people. The aim of distinguish the garbage is to reuse them. If the garbage processing plants mix them together again to save money, everything will have no meaning. So, the government should also subsidize the plants, which take the advanced technologies to recycle wastes.

    In conclusion, taking legislations is an effective way to make people recycle more. But it is also important to provide some imperative frustrations to citizens and subsidize the companies. If the legislations can be used appropriately, it will become a effective motivator.
