Contrary to these people’s view is my perspective that the moral standards facilitate the efficiency when a leader carry out the policy, yet there are other potencies necessary for a effective leader.

    It is acknowledged that people are inclined to connect the leadership with the leader’s moral standard. We all take the fact for granted that a honest, frugal, sympathy leader will perform well, increase the welfare of people and make effective policies to make the region move toward wealth and prosperity. For example, the leaders during the Anti-Japanese war in China, who were all so kind and warm-hearted to share his or her food with the subordinates in such a material deficiency situation, won people’s support most and inspired more people to join the army to defend. It was the moral standard that gave the people to trust the leader and implemented suggestion of the leader. It is hardly to imagine that an spendthrift leader during that time would carry out the order effectively and save people from suffering.

    However, it is not prudent to equal the effectiveness to the highest ethical standards. For one reason, no one is perfect. A leader may have trivial shortcomings in morality, but people could brook it as long as the leader has what needs to benefit the society and make progress in many aspects, such as science, technology and art. If all citizens put much emphasis on the moral aspect, chances are that no leader can be suitable for the position. Another reason is that even the leader with the high moral standards is not in accordance with the argument since it is “highest” not “high”. A leader surely stands out of the pack and his or her behavior influence the people most and are scrutinized by people most. In such a situation, even the leader with the very high ethical standards cannot satisfy everyone since the moral judgements differ in people.

    Another perspective to examine the argument is that an effective leader depends on many factors besides moral standards. A leader with only highest moral standards certainly cannot make huge difference to the society. Whether the leader is knowledgeable in politics, laws, economy and international relationship and decisive judgement matters more in regard to the effectiveness.
