    The urban transport system is usually composed of railways and roads. It is thought that constructing railways should be given priority to building roads. I fully agree with this opinion.

    Railways are more suitable for the requirement in transportation in the current fast-paced life. The transporting load of railways in a unit time is larger and it is also a faster approach of conveyance on land. A train can carry about 5,000 passengers at a time, which is a hundred times of that a bus. Particularly in inter-city travelling, people do not have to suffer congestions especially during holiday before reaching their destinations. This is because rail transport has its own strong operating system. The railway has special tracks and lines that are not accessible by other means of transport.

    Besides, rail transportation is more environmentally friendly. Electricity powered by renewable fuels is the energy resource of it. Unlike road transport using petrol, railways put less pressure on the limited natural resources. Utilization of alternative energy like electricity, to some extent, reduces dependence on those non-renewable energy. What’s more, as a form of public transportation, the railway does less harm to the air. Vehicles leave a great number of particles in the air that are detrimental to the air condition. Compared to them, according to a study in Japan, railways emit one-tenth as much carbon as cars. Therefore, investing on railways instead of roads can ameliorate air pollution.

    Overall, improving rail networks is more meaningful for the long-term development of the city than constructing roads.

    Recently, saving resources has become the consensus of most citizens. Some people argue that introducing laws should be the only way for governments to encourage waste recycling. In my view, strict requirements set by the administration do have many advantages.

    Laws ensure the efficiency of recycling. As a mandatory measure, legislation has a stronger warning and supervisory effect. Today, types of household waste are so complex that people are unwilling to recycle. Only under the supervision of laws, every family will take the initiative to recycle more garbage. Once people form the habit of recycling, the phenomenon of delaying and refusing reduces. In addition, enforcing laws is a government action. Local governments arrange the work uniformly under the guidance of regulations. As a result, although the distribution of domestic waste is wide, the majority of wastes can be recycled in a short time.

    Laws guarantee the sustainability of reusing household rubbish. Laws not only tighten relations on people but also exert influence on their education. By setting up specific methods, laws instruct people to recycle waste in a scientific way. Residents who lack knowledge about waste sorting and recycling can make full use of household garbage. In this way, legal requirements cultivate people’s awareness of recycling. They will lay more emphasis on sustainable development and dispose household waste in a more scientific way.

    In conclusion, legal means are necessary in order to tackle the waste problem. Governments should play their part in looking after the environment and limited resources.
